What high integrity means here

High integrity is a claim about how the communities are run. It is not a description of how they feel to be in. In practice it comes down to a small number of things that are cheap to say and expensive to keep:

Governed by open source principles

This is not a description of the software. It is a description of how the foundation is run. The decisions that shape it live in a public repository, the reasoning sits next to each decision rather than in someone's memory, and the questions that are still unresolved are published as unresolved rather than smoothed over.

This site is the first example. It was specified in the open, its constraints are written down, and the list of things nobody has answered yet is public. It is all in the public repository on GitHub.

What the foundation is not yet

devEco Foundation has not been incorporated. There is no entity, no legal status, and nothing that can receive money on its behalf. That is stated plainly here rather than worked around with careful wording, and it is the reason this site collects nothing and asks for nothing.
